    Nanshan District of Shenzhen City is one of the fastest developing areas in the country. The status of land supervision has the characteristics of "the farmland is widely distributed and there are many buildings in three mountains and one river." On 182 square kilometers of land, there are various land types such as commercial areas, residential areas, cultivated land, water sources, and environmental protection areas, and there are many buildings under construction at the same time. The investigation of violations is heavy and difficult.


    Manual investigation of violations is difficult and time-consuming


    The biggest challenge in monitoring is the shortage of manpower and vehicles. There is only 38 front-line law enforcement personnel in Nanshan District. According to the traditional manual inspection method, each person needs to inspect more than 60 square kilometers of land, and the manpower is obviously insufficient.


    Law enforcement officers need to deploy vehicles to law enforcement sites, but law enforcement vehicles are limited, and supply and demand are tight. In places where vehicles such as mountains and orchards are difficult to enter, or where illegal construction subjects refuse to cooperate with opening doors, it is even more difficult to inspect them.


    Insufficient precision of the health check


    Another traditional means of investigating violations is the use of satellite photography to carry out land law enforcement supervision (referred to as law enforcement for health films). However, it is difficult to meet the job requirements in terms of timeliness and clarity by law enforcement alone.


    At present, for cities with a population of 500,000 or more nationwide, China uses satellite remote sensing to monitor it once a year. After the change map is issued every December, there are only two weeks to investigate and deal with it. The cycle span is long, the investigation and punishment time is short, and the law enforcement is under great pressure.


    Insufficient precision of satellite films is another major challenge for law enforcement of satellite films. Relying on satellite films, some ground buildings cannot be identified, and field boundaries such as cultivated land and water protection areas are difficult to identify.


    In addition, the camouflage of illegal construction is full of tricks, which makes law enforcement officers invincible. It is difficult to find illegal buildings that have been processed through concealment, concealment, and disguise through satellite films.


    In order to effectively solve the problem of insufficient power for investigating violations and difficulty in obtaining evidence for illegal construction, starting from April 2017, Shenzhen Nanshan District Planning and Land Supervision Bureau adopted a new law enforcement tool, a drone solution for investigating violations.


    Simple operation and flexible functions


    Before starting the mission, law enforcement officers only need to click on the map area in the application to carry out automatic route planning. The drone automatically takes pictures of waypoint flight according to the task, quickly covers the monitoring area, and generates high-definition 2D orthophotos in real-time.


    On the quickly generated images, law enforcement personnel can mark and outline the spot on the spot, providing clues and evidence for law enforcement. UAV image data is used for post-modeling, which can obtain higher-precision images, and law enforcement personnel can quickly find all changes in the monitoring area.


    Improve efficiency and reduce costs


    Using drones to investigate violations has greatly improved the efficiency of law enforcement. After 18 law enforcement officers in Nanshan District conducted drone pilot training at a drone application technology training center, it took only about 30 minutes for a law enforcement officer to conduct a full coverage inspection of a 1 square kilometer area using a drone. With the general shortage of existing front-line law enforcement personnel, the effectiveness of law enforcement has been effectively improved.


    UAVs can also take advantage of the air to make up for the lack of ground inspection methods, and find that traditional inspection "dead corners" that are difficult for law enforcement personnel to reach. 4K high-definition lens can help to find clues that are usually difficult to find and easily break through camouflage.

    UAVs can eliminate illegal construction in its infancy, and through regular inspections, early detection and early suppression can be realized, which greatly reduces the illegal investment of illegal subjects. Law enforcement officers can handle and dismantle early, further reducing the cost of dismantling and saving administrative resources.


    At the same time, use drones to monitor the entire process of law enforcement in real time, retain evidence against obstruction of law enforcement, violence against law and other phenomena, and provide strong protection for front-line law enforcement.
